Reforming Higher Education in Laos – REAL – project is an Erasmus+ Capacity Building in Higher Education Strand 3 Project. REAL promotes structural reform for the effective implementation of the outcomes-based approach, creating strategies, mechanisms & resources essential to modernise the Lao Higher Education System (LHES).
The required structural changes will be accomplished by a strong consortium of the highest HE authority in Lao PDR – MoES – together with four Lao public HEIs – NUOL, SU, CU & SKU, & with the support of four EU partners highly experienced in fostering modernisation of HE institutions & systems.
Teams of academics will work in constant dialogue with representatives of the highest national HE authority, engaging in this joint effort the labour market representatives, graduates, students, & actors of the pre-HE sector. REAL dissemination events will ensure that all LHES commits to sustaining the reform fostered by REAL.
With its focus on reform, modernisation, relevance and quality, as well as on the responsiveness of Lao Higher Education Sector necessary to facilitate the socio-economic growth & prosperity of Laos, REAL partners seek to benefit the higher education sector of Lao PDR with all its actors: students, academics & whole higher education institutions, organisations responsible for higher education & Lao society at large.
What Do We Want to Achieve?
REAL general objective is to: promote structural reform for the effective implementation of the outcomes-based approach, creating strategies, mechanisms and resources essential to modernize the Lao Higher Education System (LHES).
REAL four specific objectives are as follows:
– Develop strategies that can ensure the relevance of HE sector, allowing universities in Laos to meet the socio-economic needs of the country;
– Implement mechanisms that can ensure feasibility of HE programmes, supporting sustainable structural improvement & innovation at the level of LHES;
– Increase the capacities of individual academics, programme teams & universities in order to ensure the effectiveness of teaching required to implement & monitor the reform processes;
– Engage competent authorities at national & institutional level in defining & fostering full adoption of comprehensive internal quality assurance efforts that can ensure coherent & sustainable structural changes.

The REAL project is implemented by the Lao Ministry of Education and Sport, four Lao public universities and four European partner institutions.
